Articles of the Russian Homeopathic Society

The RHS mission is to:
|
- promote homeopathic treatment of the population;
- facilitate the development and implementation of international, national, and regional projects and programs to promote preventive healthcare and improve Russian population health;
- contribute to professional consolidation, strengthening, and development of professional ties and humanitarian contacts among homeopathic specialists;
- create conditions for the most effective realization of RHS members' creative potential for the benefit of medical theory and practice;
- represent legitimate interest and protect professional, civil, social rights, copyright and neighboring rights of RHS members;
- establish professional and scientific ties with Russian and international homeopathic societies and their members, with specialists and institutions of other medical specialties, and develop international scientific cooperation.

The RHS objectives are to:
|
- duly coordinate, organize, and conduct clinical or experimental trials and other R&D efforts, identify priorities in the development of Russian homeopathy;
- prepare and submit proposals to relevant institutions, take part in the drafting of current and future healthcare development programs, raise the quality of medical assistance to the population, and conduct homeopathic research;
- conduct an independent public and scientific examination of governmental or private healthcare development programs in Russia, R&D programs, inventions, and discoveries;
- provide research, procedural, and practical assistance in organizing the homeopathic aspect of the healthcare system, join the government institutions in addressing the matter of optimizing the application of the homeopathic method and homeopathic remedies;
- popularize the homeopathic method of treatment and prevention;
- contribute to raising the qualification of RHS members, broadening and deepening their expertise;
- organize, conduct, and participate in scientific conventions, congresses, conferences, symposia, seminars, and exhibitions to popularize the theoretical and practical achievements in homeopathic treatment of various diseases and to accelerate its widespread introduction into practice;
- send RHS members, researchers and practitioners, students and graduates of medical schools for training, internship, R&D work at international research and healthcare institutions, and host international researchers and specialists studying or specializing in RHS subjects in Russia;
- establish mass media, engage in publishing activities, participate in projects to prepare and publish a specialized research journal, collections, monographs, encyclopedic and popular science publications;
- duly participate in the licensing and accreditation of homeopathic pharmacies and healthcare institutions;
- provide reference and counseling services, create a data bank of RHS activities;
- pursue efforts to revive and develop the best traditions of former Russian homeopathic societies, revive their cultural, humanitarian, and professional values.

For purposes of its objectives and pursuant to current laws, the RHS may:
|
- initiate the discussion of various issues relating to RHS activities, submit proposals to government authorities and local administrations;
- participate in the drafting of resolutions by government authorities and local administrations in matters relating to the RHS activities in keeping with the procedure and within the limits stipulated in current laws;
- carry out public examination of bills, enactments, projects and programs relating to the RHS activities;
- perform ongoing coordination of multipurpose R&D efforts relating to RHS subjects;
- maintain scientific ties with the Russian Academy of Sciences, the Russian Academy of Medical Sciences, national science academies of other countries, sector-specific academies, Russian and international research and R&D societies, other research institutions and creative alliances;
- establish business contacts, cooperation in healthcare, science, new technologies, economics, finance, education, entrepreneurship, and social security with all interested corporations and individuals, including nonresidents;
- independently work out and approve plans and programs of its own activities, determine the targets and amounts of its budget spending and disposal of its assets;
- invest own and outside funds in the development of Russian homeopathy;
- participate in international, Russian, and regional projects and programs, in the activities of Russian and international institutions with missions and objectives similar to those of the RHS;
- establish and organize the operation of homeopathic polyclinics, hospitals, centers, offices, and pharmacies, supply them with modern medical equipment and homeopathic remedies;
- organize the manufacture and sales of homeopathic remedies;
- represent and protect RHS rights, help protect the legitimate interests of its members and other individuals at government authorities, local administrations, and public associations;
- initiate the creation of other public associations, act as the founder of noncommercial organizations;
- establish mass media, carry out publishing and advertising activities;
- conduct congresses, conferences, seminars, symposia, and meetings on issues relating to the RHS activities, and send RHS representatives for participation in similar events in the Russian regions and abroad;
- send RHS members abroad and host international delegations and private individuals in Russia;
- organize and conduct exhibitions and other events for purposes of RHS mission and objectives;
- form a data bank of information on theoretical and practical issues relating to the RHS activities;
- provide informational and consultancy services;
- participate in the production and sales of printing and audiovisual products relating to RHS activities;
- petition the relevant government authorities with requests to award the most gifted scientists and specialists working in Russian homeopathy and related disciplines with official government awards, titles, and prizes in the field of science and technology;
- institute RHS awards, prizes, stipends, and other rewards for an outstanding contribution to RHS activities;
- organize and conduct, within the RHS framework, competitions of research projects, articles, inventions, educational and instructional manuals relating to RHS subjects;
- carry out scholarly, lecturing, awareness-building, and educational activities;
- form commissions, committees, and councils corresponding to RHS lines of activity;
- establish regional RHS branches, open representative offices in Russia and abroad;
- independently determine the organizational structure of the RHS, hire staff, and determine the payroll and forms of incentive for staff members;
- secure funding and conduct non-core activities;
- independently enter into contractual relations with various business entities;
- form temporary and permanent specialist teams, enlist individual specialists, including nonresidents, to be reimbursed on a contractual basis;
- propagate its activities, freely and widely circulate information on RHS activities;
- engage in entrepreneurial and foreign economic activity, establish companies with legal entity status for the purpose of its mission and objectives under these Articles;
- carry out deals and other legal acts with individuals and corporations on its own behalf in Russia and abroad;
- buy, sell, rent and lease out, and receive as gift, in Russia and abroad, various movable and immovable property and intellectual property;
- engage in charitable activities;
- engage in other activities that are not prohibited by current laws and do not contravene these Articles.

RHS obligations are to: |
- observe Russian laws, generally accepted principles and norms of international law governing RHS activities, as well as norms stipulated in the RHS Articles and other constituent documents;
- publish an annual report on the utilization of its assets or make this report available for public review;
- annually inform the authority registering public associations about the continuation of RHS activities, specifying the actual location address of the permanent governing body, its name and details of RHS managers in the volume of information subject to inclusion in the unified state register of legal entities;
- present, as requested by the authority registering public associations, the decisions of RHS governing bodies and officers as well as annual and quarterly reports on its activities in the volume of information subject to submission to the tax authorities;
- grant representatives of the authority registering public associations access to events conducted by the RHS;
- assist representatives of the authority registering public associations in examining the RHS activities aimed at accomplishing its goals under these Articles and ensuring observance of Russian laws;
- perform other obligations stipulated in current laws.

Rights and obligations of RHS members: |
- RHS membership is open to Russian citizens, nonresidents, or individuals without citizenship who have reached the age of 18, doctors, pharmacists, researchers, instructors at medical schools and other educational institutions, as well as other specialists assisting in every possible way the development of homeopathic medicine, sharing the mission and objectives outlined in these Articles and wishing to contribute to their accomplishment.
- RHS membership is also open to public associations - legal entities that have expressed their agreement with these Articles and have made it their mission to support and facilitate the development of Russian homeopathy and healthcare in general, act in the interests of the RHS and support the RHS financially.
- Citizens are admitted to RHS membership by decision of the general meeting of members of a regional RHS branch on the basis of a personal application and upon the recommendation of two RHS members. The decision is passed by a simple majority of votes of the regional branch members attending the general meeting. The voting is made by show of hands. An RHS member is issued a membership card of approved format.
- Public associations - legal entities are admitted to RHS membership by decision of the Presidium of the RHS Executive Committee passed by a simple majority of votes of the Executive Committee Presidium members by show of hands on the basis of a decision by the governing body of the applying public association - legal entity with the enclosed duly certified copies of the certificate of registration and Articles of the applying public association. Public associations - RHS members receive the RHS Executive Committee Presidium resolution approving their membership.
- RHS offers honorary membership. Honorary members are admitted by the RHS Executive Committee as advised by the Presidium by two-thirds of the votes of elected Executive Committee members by show of hands.
- Honorary RHS membership is open to RHS members with outstanding accomplishments in theoretical and practical homeopathy or outstanding accomplishments in healthcare.
Honorary RHS membership is open to international scientists who have made a substantial contribution to healthcare development.
An honorary RHS member is issued a diploma of approved format.
- Honorary RHS members are relieved of the obligation to pay membership fees.
Honorary RHS members who are not members of the RHS Executive Committee take part in RHS Executive Committee meetings with the right of a deliberative vote.
- RHS members may rescind membership voluntarily based on an application submitted to the Board of the regional RHS branch. A decision of the Board is not required.
Public associations - legal entities may voluntarily rescind their RHS membership based on a relevant decision submitted by this association to the Presidium of the RHS Executive Committee. A decision of the Executive Committee Presidium is not required.
- Public associations - legal entities take part in the RHS activities via their authorized representatives.
- All RHS members have equal rights and obligations.

RHS member have the right to: |
- elect members to any RHS bodies and be elected to such bodies;
- participate freely in all kinds of RHS activities, all events conducted by the RHS or in favor of the RHS;
- submit any proposals or issues for review by the RHS governing bodies;
- publish their works in RHS publications;
- receive full information on the RHS activities;
- receive awards, prizes, bonuses and other forms of incentives from the RHS for a special contribution to the RHS mission and objectives;
- request counseling, procedural, organizational or other assistance from the RHS;
- rescind freely their RHS membership.

RHS members have the obligation to: |
- raise the prestige and status of an RHS members through their personal, professional, and public work;
- fulfill the provisions of these Articles, decisions of RHS governing and controlling bodies;
- pay the admission, delegate, and annual membership fees, whose amount, payment procedure and timeframe will be stipulated in the relevant decision of the RHS Executive Committee;
- contribute to the strengthening of the RHS and accomplishment of its objectives through personal active efforts.

RHS members may be expelled for unethical conduct, violations of these Articles, or failure to pay membership fees before December 31 of the current year. The decision to expel an individual RHS member is made by the general meeting of members of the regional RHS branch by a simple majority of votes of members attending the general meeting by show of hands. The decision to expel a public association - legal entity is made by the RHS Executive Committee by a simple majority of votes of the Executive Committee members attending the meeting by show of hands in cases when the public association violates the provisions of these Articles.
The decision to expel an RHS member may be appealed against with the RHS Congress. The decision of the RHS Congress in this matter is final.
After three years from the expulsion date, an individual may reapply for RHS membership. Such applications will be reviewed on general terms.
